Mr. Staggs was admitted to the State Bar of California in 1993 and United States Patent Bar in 2002. He has a long background in the biotechnology and software industries and has been involved in both patent licensing and patent litigation cases.

Mr. Staggs' recent technical work includes aspects of the National Health Information Network and RESTful Internet approaches such as Substitutable Medical Applications Reusable Technology, Fast Healthcare Interoperability Resources, OAuth, User Managed Access, and Open ID Connect. He has served as a co-chair in the Organization for the Advancement of Structured Information Standards (OASIS), Health Level Seven (HL7), and has spoken at conferences hosted by RSA, IEEE, OASIS, OMG, HL7, and PPR. He has also been a guest lecturer at the University of California and holds a Certified Information Systems Security Professional (CISSP) certificate.
